Gas: means natural or manufactured gas, except propane, used for light, heat, or power. federal pipeline standards: means the federal Natural Gas Pipeline Safety Act of 1968 (49 U. Department: means the Department of Housing and Community Development. County service area: means a county service area formed pursuant to this chapter or any of its statutory predecessors. Contract: A legal written agreement that becomes binding when signed. Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant. Commission: means the Public Utilities Commission created by Section 1 of Article XII of the California Constitution, and "commissioner" means a member of the commission. City: includes city and county and "incorporated town" but does not include "unincorporated town" or "village.
